Clinton arrives in Ebola-stricken Uganda

US Secretary of State Hillary Clinton arrived Thursday in the Ugandan capital Kampala, which has been hit by an Ebola outbreak and where she will spend one night before heading to South Sudan.

Clinton will hold security talks with the leaders of both nations, the second and third stops on her 11-day tour of seven African nations.

South Sudan, the world's newest nation, celebrated its first anniversary on July 9, and the United States played a major part in its birth.

Clinton will meet with President Salva Kiir, whose government has yet to agree on its border with the rump state of Sudan and settle a crippling dispute on oil revenues.

The UN Security Council has given the two countries, which this year came close to all-out war, until Thursday to reach a peace deal or face sanctions.

"We are encouraging both sides, South Sudan and Sudan, to effectively negotiate the differences between them," said a high-ranking official from the State Department.

"Both countries are in a non-work spiral as a result of their political differences and as the result of the cut-off in oil... Our desire is to see all of these issues negotiated out."

"In addition to showing our continued support, the Secretary will express our continue concern about the lack of movement in the resolution of the key issues that divide the two countries," the official said.

"These issues are oil and revenue sharing, citizenship, a disputed border," the official said. "Both countries are experiencing economic dislocation."

On her return from South Sudan, Clinton will pass back through Uganda, where topics on the agenda will likely include the bloody rebellion by the Lord's Resistance Army (LRA) and its chief Joseph Kony, wanted by the International Criminal Court for war crimes and crimes against humanity.

She will visit a military base in Uganda where she will be briefed about the hunt for Kony and efforts to fight the Shebab Islamist militants in Somalia.

Kampala is also in the midst of dealing with an outbreak of Ebola -- one of the world's most virulent diseases -- that has already killed 15 people nationwide.

Clinton's tour is focused on President Barack Obama's new Africa strategy of promoting development by stimulating economic growth, advancing peace and security and strengthening democracy.

On the first stop of her tour, in Senegal, Clinton -- who has now visited 104 countries as secretary of state, more than any predecessor -- hailed the west African nation as an example that "democracy can prosper on the continent".

She said she had a "productive, comprehensive" discussion with President Macky Sall.

"I want to thank him for taking time to discuss a number of issues -- economic issues, regional, security issues, issues that the United States is very committed to assisting Senegal on addressing."

Clinton will also visit Kenya, Malawi, South Africa and finish her trip by attending the state funeral of Ghana's late president John Atta Mills on August 10.

AXA H1 earnings fall, beat forecasts

PARIS (Reuters) - Europe's No. 2 insurer AXA reported a milder than expected 36 percent drop in first-half profit from a year-ago period, boosted by a one-off gain from the sale of its Australia and New Zealand operations.

AXA said its net income for the period fell to 2.59 billion euros ($3.15 billion) from 4.01 billion in the year-ago period. Analysts polled by Thomson Reuters I/B/E/S had forecast net income of 2.11 billion euros.

Underlying profit rose 3 percent to 2.305 billion euros, bolstered by improved property and casualty results.

AXA reported first-half revenue rose 3 percent to 48.41 billion euros.

BEIJING ? On the heels of her second gold medal performance, China?s state media have come to the defense of Chinese swimmer, Ye Shiwen, ending their relative silence on the doping allegations that have plagued the young female swimmer since her recording-breaking performance last weekend.

On Saturday night, the 16-year-old Ye demolished the world record in the 400 individual medley, coming from behind to win gold in 4:28.43. Besides swimming that race nearly seven seconds faster?than her winning performance at the FINA World Championships in Shanghai last year, she also incredibly outpaced American gold medalist Ryan Lochte?s final 50 in the men?s race by a split-second.

Lochte won the 400 medley with the second-fastest time in history.

Ye?s dominant performance raised eyebrows among some swimming experts, including John Leonard, the head of the American Swimming Coaches Association who openly questioned the legitimacy of Ye?s victory.

?History in our sport will tell you that every time we see something, and I put quotation marks around this, ?unbelievable,? history shows us that it turns out later on there was doping involved,? Leonard was quoted as saying.

Questions were renewed Tuesday after Ye won again, this time breaking her own Olympic record in the 200 IM.? The win made Ye the first two-time gold medal winner in Chinese swimming history.

It also made her a target for pointed questions regarding her impressive performances so far.

By all accounts, Tuesday?s press conference for Ye Shiwen following her 200 IM victory was inundated with questions regarding doping and performance-enhancing drugs.

However, for the Chinese press corps yesterday, the story was not so much Ye?s answers ? as the media?s questions.

After a remarkably fast performance in the women's 400-meter individual medley, gold medal winner Ye Shiwen generated controversy. NBC's Chris Jansing reports.

Chinese outrage
One Chinese account of the press conference noted angrily that toward the end, one Western reporter directly asked Ye, ?I?d like to ask you if you doped to win that gold medal. Please answer me directly with a ?Yes? or ?No.??

According to the report, Ye looked the reporter directly in the eye and shot back, ?Absolutely no! Why am I the only one who is suspected of cheating when other foreign athletes also win multiple gold medals??

The tone of the reporter?s question led to complaints from the furious Chinese press, many of whom felt professional and etiquette boundaries were breached.

?A 16-year-old genius not only can't enjoy her victory, but also has to be subjected to this ?interrogation,?? one Chinese journalist reportedly said. ?As Chinese journalists, we have the right to protest."

One person who did protest was Ye?s father, Ye Qingsong, who told a local Chinese news website here that, "The Western media have always been arrogant, and suspicious of Chinese people."

State media: a ?deep bias? by Western media
China?s state media have largely stayed quiet on the subject of doping, only mentioning in passing in some reports the accusations and Ye?s dismissal of them.

But following the press conference, the media stepped up to defend Ye.

China?s reliably nationalist newspaper, Global Times, chimed in with an editorial Wednesday that said negative comments about Ye were rooted in a ?deep bias and reluctance from the Western press to see Chinese people making breakthroughs.?

?If Ye were an American, the tone would be different in Western media,? continued the editorial. ?Michael Phelps won eight gold medals in the 2008 Games. Nobody seems to question the authenticity of his results, most probably because he is American.?

Nobody that is, except for China?s former Olympic doctor who claimed Tuesday? he long suspected Michael Phelps as a doper, but remained silent because? he had no evidence.?

The Global Times acknowledged the country?s past doping incidents were an understandable source of suspicion towards Ye, but pointedly noted that she has passed doping tests conducted by the World Anti-Doping Agency.

On China?s state broadcaster, CCTV, coverage of the Olympic Games included an on-air comment from host Zhou Yafei, who noted that Ye had passed her doping test and she hoped ?the Western media will change their bias and jealousy.?

Meanwhile, on China?s Twitter-like service, Weibo, the nearly 2.7 million comments about the embattled swimmer were overwhelming supportive and helped make her the biggest trending topic on the popular microfeed service as of Wednesday afternoon.

?Do they have to be so obvious with their envy?? wrote one poster of the West?s coverage of Ye?s victories.

?All medalists and other athletes are tested at the Games,? wrote another. ?It?d be way better if everyone would shut the hell up unless the test finds anyone positive from doping.?

But for many netizens in China, solidarity with Ye has manifested itself in one simple play on her name that has spread around Weibo: ?Ye Shiwen = Yes she wins.?

GenY wants early retirement but few have savings | Metro

TORONTO ? A new study suggests nearly half of young Canadians want to retire early, but few have begun saving enough for it.

The Bank of Montreal report found that 41 per cent of those surveyed ? aged 18 to 34 ? expect to stop working before they hit 60 years old.

About 57 per cent plan on retiring by the time they?re 69.

Tina Di Vito, head of the bank?s Retirement Institute says these expectations are unrealistic considering 27 per cent of respondents have not tucked away any money for retirement.

Among those who had begun saving, 52 per cent had put their money into a Registered Retirement Savings Plan, while 36 per cent used a Tax-Free Savings Account.

The study did not look at how much money was saved in those accounts.

?What we?ve noticed is that (young adults) are not doing a lot of things that are absolutely necessary for them ? to start preparing for their retirement years,? Di Vito said.

Young people might not realize that the earlier they begin investing for the future, the less they?ll need to save once they?re nearing retirement, she added.

Others may not see retirement planning as a priority.

?There is a view that retirement is far off in the distance and there are more pressing other matters they have to deal with (like) finishing school, paying off student debt, buying a home, dealing with a mortgage and perhaps a young family,? she said.

?There are many other priorities for a young adult where they really focus on, rather than focusing on things that are going to be 20 years down the road.?

But the reality is members of Generation Y should be more worried about their retirement futures than their parents in the Baby Boomer generation, said Di Vito.

In the past, retirees only needed enough money to live for a few years after they stopped working. Now, as people continue to live into their 80, 90s and beyond, the young generation need to make sure they have enough money for these extra years, she said.

Employers who offer defined-contribution pension plans ?which guarantee a certain level of retirement pay out ? are also more rare nowadays, forcing people to rely more on their individual investments in retirement.

The vast majority of young people surveyed agreed that retirement planning was relevant (75 per cent) and important (82 per cent).

Still, only 23 per cent have spoken with a financial planner about their futures.

The ?Broadening the Approach to Preparing for Retirement? report used data from a survey of a representative sample of 1,000 Canadians aged 18 and older.

It was conducted online by Leger Marketing between February 8 to February 16.

The margin of error is plus or minus 3.1 per cent, 19 times out of 20.
