Before the 2005 flood, the OLB's maintenance activity included mainly cutting the grass on levee embankments and removing unwanted vegetation and debris. But, the OLB also performed other activities like checking concrete surfaces for open cracks, and inspecting for ruts, depressions and erosion on earthen levees.
To be clear, responsibility for the annual inspections belonged solely to the Army Corps. It would obviously be a conflict of interest for the OLB to inspect its own work. The Army Corps's inspections should perhaps be thought of as independent annual quality audits of the OLB's year-round maintenance activity.

After the levee failure investigations all concurred that design and construction flaws, not mother nature, was responsible for the flood, Congress responded by passing the first ever country-wide levee safety legislation which may affect the 55% of the nation's population protected by levees. The legislation ordered national policy changes in levee safety and levee building.
And even though annual levee maintenance inspections were irrelevant in the New Orleans Flood, the Army Corps also overhauled its annual inspections protocols nationwide. Now using global positioning and other modern technology, the Army Corps' annual inspections of completed works are more formal, more uniform and pay greater attention to all components of the levee system.
In the meantime, those annual lunches, which were intended as a social occasion for Army Corps personnel to meet staffers from the Orleans Levee Board, are a thing of the past.
Hopefully, myths and misinformation regarding the pre-Katrina levee inspections, and their role in the catastrophic flooding of August 2005, will also soon become a thing of the past.

NKorean farmers cite grave drought; aid unlikely
NAMPHO, North Korea (AP) ? North Korea is reporting a serious drought that could worsen already critical food shortages, but help is unlikely to come from the United States and South Korea following Pyongyang's widely criticized rocket launch.
North Korea has had little rain since April 27, with the country's western coastal areas particularly hard hit, according to a government weather agency in Pyongyang. The dry spell threatened to damage crops, officials said, as the country enters a critical planting season and as food supplies from the last harvest dwindle.
In at least one area of South Phyongan Province where journalists from The Associated Press were allowed to visit, the sun-baked fields appeared parched and cracked, and farmers complained of extreme drought conditions. Deeply tanned men, and women in sun bonnets, worked over cabbages and corn seedlings. Farmers cupped individual seedlings as they poured water from blue buckets onto the parched red soil.
"I've been working at the farm for more than 30 years, but I have never experienced this kind of severe drought," An Song Min, a farmer at the Tokhae Cooperative Farm in the Nampho area, told the AP.
It was not clear whether the conditions around Nampho were representative of a wider region. The U.N. Food and Agriculture Organization said it had not yet visited the affected regions to confirm the extent and severity of the reported drought.
North Korea has suffered chronic food shortages for the past two decades because of economic and agricultural mismanagement as well as natural disasters. A famine in the 1990s killed an estimated hundreds of thousands of people.
North Korea state media has publicized the drought but hasn't asked for international handouts. The country's past appeals for food aid have been met with some skepticism, however, amid worries that aid would be diverted to the military and Pyongyang elite without reaching the hungry.
The U.S. government suspended food handouts to North Korea in 2009 after Pyongyang expelled foreign food distribution monitors.

However, the deal collapsed after North Korea launched a long-range rocket last month in what it called a failed attempt to send a satellite into space to study the weather.
The launch was widely criticized by the United States and others as a thinly disguised attempt to test missile technology in violation of both the U.S. food deal and U.N. bans on North Korean ballistic tests. The launch drew U.N. Security Council condemnation.
"The United States would like to get to a place where we could once again contemplate providing nutritional assistance to North Korea," Glyn Davies, the top U.S. envoy for North Korea, said last week. "Sadly, that is not the case right now, in the wake of their decision, in March, to announce" the rocket launch.
Pyongyang is heavily reliant on its only major ally, China, for diplomatic protection in the United Nations and for much of its food, trade and oil.
After taking office in 2008, South Korea's conservative government cut off the large-scale direct food aid that North Korea received from previous liberal governments, saying Pyongyang should first take steps toward nuclear disarmament.
North Korea's dry spell is expected to last until the end of the month, the country's State Hydrometeorological Administration said.
Bureaucrats and workers have been mobilized to irrigate farms, repair wells and keep water-pumping equipment operating, state media reported.
Seedlings are being moved from seed beds to the fields, where they need enough moisture to form strong roots, Percy Misika, the Food and Agriculture Organization's representative for China, North Korea and Mongolia, said Monday from Beijing.
"Any dry spell at this critical time means the seedlings are definitely going to wilt away, and there will be no harvest at the end of the day," he said.
Misika said FAO officials are trying to visit areas suffering from a lack of rain. "If it's going to last for one or two weeks more, it's going to be critical, but if it's a shorter period of time there could be hope," he said.
Droughts are common in spring, winter and autumn in North Korea, the FAO said in a special report late last year. Climate change has led to more extreme weather, making winters colder, summers packed with more intense rain and typhoons, and droughts more frequent and prolonged, it said.
South Korea's Korea Meteorological Administration said it could not confirm the dry spell without on-the-ground equipment, though satellite photos have shown no big rain clouds over North Korea since late April. North Korean dispatches sent to an international weather center also show the country has had little rain over the past month, spokesman Jang Hyun-sik said in Seoul.

Now, a team of researchers led by Kristin Campbell from the University of British Columbia, Vancouver, in a paper published in the Journal of Clinical Oncology, shows that weight loss achieved by calorie restriction and exercise can significantly reduce circulating levels of the sex-hormones implicated in the development of post-menopausal breast cancer.
The single-blind, 12-month, randomized controlled trial was conducted in 50 to 75 year-old women with a BMI greater than 25, who were assigned to one of three intervention groups: (1) reduced-calorie weight loss diet (?diet?; n = 118), (2) moderate- to vigorous-intensity aerobic exercise (?exercise?; n = 117), (3) combined reduced-calorie weight loss diet and moderate- to vigorous-intensity aerobic exercise (?diet + exercise?; n = 117), or (4) control (n = 87).
The weight loss diet intervention was a modification of the dietary component of the Diabetes Prevention Program36 and the Look AHEAD (Action for Health in Diabetes) lifestyle intervention programs, with a goal of daily energy intake of 1200 to 2000 kcal/d based on baseline weight, less than 30% daily energy intake from fat, and a 10% reduction in body weight by 6 months with maintenance to 12 months.
The exercise intervention goal was 45 minutes of moderate- to vigorous-intensity aerobic exercise, 5 days per week (225 minutes/wk). Each week, participants attended three monitored exercise sessions at the study facility and two at home. The program progressed to the maintenance target of 70% to 85% maximal heart rate for 45 minutes by week. Activities with four or more metabolic equivalents,38 such as brisk walking, were counted toward the prescribed exercise target.
These interventions resulted in significant weight loss at 12 months: diet alone and diet + exercise resulted in about 11-12 Kg weight loss, exercise alone resulted in about 3.5 Kg weight loss, the control group lost no weight.
Compared with controls, estrone decreased 9.6% with diet, 5.5% with exercise, and 11.1% with diet + exercise.
Estradiol decreased 16.2% with diet, 4.9% with exercise, and 20.3% with diet + exercise.
Sex hormone-binding globulin (SHBG) increased 22.4% with diet and 25.8% with diet + exercise.
Free estradiol decreased 21.4% with diet and 26.0% with diet + exercise.
Free testosterone decreased 10.0% with diet and 15.6% with diet + exercise.
Thus, weight loss significantly lowered serum estrogens and free testosterone, findings that support the notion that weight loss can likely reduce risk for breast caner by lowering the exposure to breast cancer biomarkers.
It may be worth recalling, that surgical weight loss studies have shown a remarkable 60% decrease in cancer mortality, including a reduction in breast cancers.
Thus, the potential of obesity treatment as a means to reducing breast cancer risk should not be underestimated.

Are Your Family's Retirement Plans Fighting Each Other?
You may want to add several checks to your annual investing portfolio rebalancing this year to synchronize your entire family?s retirement plans. Here are some things to consider.
Look At Your Family As A Whole
One of the best ways to synchronize your entire family?s retirement planning is to look at the family as a whole unit instead of multiple accounts owned by two people. Your spouse?s retirement accounts and his or her asset allocations need to dovetail into yours as well. There is a risk of overlapping investments between a husband and wife?s retirement accounts.
For example, many 401k retirement plans promote index funds as their fundamental investment choice. Are you and your spouse investing in the same types of assets without even realizing it? You have the very good potential for both people to be over weighted in an index fund or ETF that invests in a broad market index such as the S&P 500.
Inspect Your Investments And Allocations
There are several ways that you can ensure that your asset allocations as a family provide you with diversification across several asset classes. You can each set up separate asset allocations between, stocks and bonds, as well as both choosing like large and small cap funds,
Are You Capitalizing On Retirement Plans?
A spousal IRA and Roth IRA are another retirement plans that you want to ensure that you are using as much as possible. Even if your spouse does not earn an income, you both can invest in separate Roth IRA accounts assuming that at least one of you has an earned income and meets the contribution limits.
A Roth IRA is such a valuable tool that allows families to reduce the amount of taxes they pay in retirement, and taking advantage of investing $10,000 as a family even if your spouse is not currently working can have a dramatic affect on your retirement nest egg. It can often be worth the effort of one spouse funding both in a family effort to maximize retirement benefits. Families should also strive to ensure that they capture any employer matching 401k contribution if available to one member of the family and not miss out on free money for retirement.
View Your Plans Together
One way to monitor your family?s eclectic collection of retirement funds is view them all in the same place. A growing sense of optimism in housing market

While lugging 40 new cabinets into their nearly built home Wednesday, the Kelly family will gleefully stack another layer of chaos onto the saw-and-sales frenzy buzzing through their suburban Charlotte subdivision.
?It is a crazy-bizarre scene," said Jacy Painter Kelly, who will move into her new, four-bedroom house in Baxter Village in August along with her two young kids and husband. "Sales are insane. And the Goodyear store across the street gets a lot of business from all the nails in (residents?) tires.??
The bustle at Baxter Village is part of a quickening home-construction pulse across the nation: New-home sales edged up 3.3 percent from March to April to a seasonally adjusted 343,000-unit annual pace after a 332,000-unit rate in March, the Commerce Department reported Wednesday.
That is a far cry from the 1.3 million sold at the height of the housing boom in 2005, but still represents the latest sign the battered housing market has regained a semblance of normality.
The median price of a new home sold hit $235,700 last month, up 4.9 percent from April 2011, according to Commerce statistics. A separate report Wednesday from the Federal Housing Finance Agency showed home prices also gained 1.8 percent in March after pushing 0.3 percent higher in February.
When blended with Tuesday?s report from the National Association of Realtors that existing-home sales touched a two-year high in April, analysts say evidence of a modest real estate revival seems to be mounting.?

?Things are looking good,? said Pat Newport, an economist with IHS Global Insight. ?These are still very low numbers by historical standards. But when combined with the NAR report, this tells us that something is going on. Prices are stabilizing after adjusting for inflation.
?It?s hard to get a good picture of the housing market early in the year because (warming) weather can distort the numbers. But I think the picture emerging is a good one. The housing market is getting better,? Newport added. ?We had a very good first quarter, and the numbers are telling us it was more than just good weather helping the market.?
Amid Wednesday?s fresh data dump, Newport called the FHFA release ?the really good news? because ?it showed prices are increasing pretty much across the board, in all nine census divisions.?
Newly built homes represent less than 20 percent of the U.S. housing market, but they place a far larger footprint on the overall economy. Each home built creates an average of three jobs per year and produces about $90,000 in tax revenue, according to the National Association of Home Builders.
The 3.3 percent rise in new home sales ?is line with our expectations for a continued, modest increase in home sales as buyers gain confidence in the economy and their jobs,? said David Crowe, chief economist with the NAHB.

For the Kelly family, building made more budget sense than purchasing an existing home. They needed extra cash on hand and an opportunity to create a unique space to accommodate Jacy Painter Kelley?s in-home, kitchen-goods business, lucylucybangbang. She makes hanging dishtowels. From her work station, she needs to be able to keep track of her two children, ages 5 and 2.
?We looked at existing homes. They just weren?t what we wanted. With my business growing quickly, I need a place in the home where I?m really central to everything,? Kelly said.
?When you buy a previously owned house, you have to put a lot of cash down. You don?t have a lot left to make your home exactly what we needed. By building, you still have to put cash down but you can design just what you want it to be,? she added. ?I don?t want to be tucked away by myself and I don?t want to be working in the dining room.??
